I'm pretty sure Audacity will do that for you - though i am by no means an expert with that program. I have it, but haven't really played with it much yet. It comes highly recommended by others on this site. and its free

Audacity will definitely do this. I've used for this purpose (and for breaking up songs from vinyl albums recorded to digital).
